Qualifications:

Bachelor of Science degree in Geology from Duke University with a minor in Psychology

Master of Science degree in Geology and Geophysics from the University of Hawaii-Manoa.

Mr. Mullane is a principal and co-founder of HR & Associates. With more than 20 years of dedication to the public and private sectors, Mr. Mullane brings his planning and land use consulting knowledge and skills to clients seeking assistance with contract planning and other staffing needs, project management, personnel and training needs, and process improvements.

Mr. Mullane has extensive experience in municipal government, having worked directly for the County of Maui, County of Santa Barbara, City of Goleta, City of Ojai, and the City of Carmel-by-the-Sea. While at Rincon Consultants, a full-service planning and environmental services firm, Mr. Mullane directed Rincon’s state-wide contract planning service line, with the management of over 30 contract planners working out of a dozen offices from Sacramento to San Diego. 

 

Other past positions include serving as the Community Development Director for the City of Ojai and both the Public Works Director and Community Planning and Building Director at the City of Carmel-by-the-Sea. In these capacities, he established a successful track record for assessing, rebuilding, and modernizing departments, as well as improving the operations and efficiency of the overall organization.

Mr. Mullane’s educational background includes a Bachelor of Science degree in Geology from Duke University with a minor in Psychology and a Master of Science degree in Geology and Geophysics from the University of Hawaii-Manoa. He is also a certified planner with the American Planning Association and a member of the American Public Works Association.
